The United States will present a peace plan at a meeting with Arab leaders

Jul 31, 2019

The United States is believed to be planning a meeting with Arab leaders at Camp David, where President Donald Trump will present his plan for peace between Israel and the Palestinians, writes the Times of Israel.

According to Yedioth Ahronoth, Trump’s senior adviser Jared Kushner will deliver the invitations when he visits Israel and the Middle East this week to seek support for the plan.

During the meeting, which is expected to be held before the Knesset elections in Israel on September 17, Trump will present the overall plan without making binding proposals, the newspaper writes.

US officials have previously stated that the plan will not be announced until after the Israeli election.

According to the report, Prime Minister Benjamin Netanyahu has been involved in planning the meeting, which may also help him be re-elected, the newspaper writes

According to an unnamed US source, Netanyahu is not expected to be invited to Camp David, as his participation may deter Arab leaders from participating, the newspaper writes.

The report did not say which countries would receive an invitation. In addition to Israel, Kushner and the US peacekeeping force are expected to travel to Egypt, Jordan, Qatar, Saudi Arabia and the United Arab Emirates.

According to the report, during the Camp David summit, Trump will express his support for a Palestinian political entity, but not necessarily a state, and a Palestinian presence in East Jerusalem, but not necessarily a capital city.

The proposals are expected to be rejected by PA President Mahmoud Abbas, who supports the creation of an independent Palestinian state with East Jerusalem as its capital.

So far, the United States has kept the political elements of its plan secret, while the economic aspects of it were presented by Kushner at the conference in Bahrain last month (You can read MIFF’s article on the conference here.

The Palestinians rejected the conference in Bahrain and rejected the peace plan, and have been pushing to boycott the US administration since Trump recognized Jerusalem as Israel’s capital in December 2017 and cut back on Palestinian aid.

During his meetings with Arab leaders, Kushner will also point to Israel’s approval of a plan to grant 700 building permits to the Palestinians in Israeli-controlled area C in the West Bank, which the report says could help sell the US peace proposal. >

The Security Cabinet approved the permits on Tuesday, while giving the green light to 6,000 building permits for homes in nearby settlements.

The approvals were praised by US Ambassador to Israel David Friedman. In an interview with CNN, he said the administration’s plan seeks “Palestinian autonomy” and self-government, but did not elaborate on whether the creation of a Palestinian state is supported.

Last week, ahead of Kushner’s trip, a US official said it was a follow-up to the Bahrain conference.

“We would like to complete the financial part of the plan, including discussing the potential location of the investment,” the official said, referring to the $ 50 billion pledged for investment, to the Palestinians and the region.

The delegation’s trip should be understood as the end of the first phase of the peace plan, but not as an introduction to the presentation of the political part of the plan, the official stressed.
